Key Duties
As Subject matter Expert and Project Business Lead, to work with senior leadership (PVC-RIE, Director of the Research Service, Head of Research Commercialisation and leadership team), the PMO team and wider PS teams to be the PS lead, accountable for the design, development and set-up of Cardiff Innovations Ltd, the University’s new research commercialisation service, including proposing resourcing and budget models for senior colleagues agreement.
Lead on ensuring compliance with legal and regulatory requirements including in respect of equality and diversity, data protection, copyright and licensing, security, financial and other University policies, procedures and codes as appropriate, as new models for Cardiff Innovations Ltd. are designed.
Matrix manage project team staff as required, and develop working groups and implementation teams from across HR, Finance, USO and Estates
Represent the University in undertaking external engagement across the sector to ensure best practices are sought and sector leading practice is embedded from the outset during company setup.
Follow University Project Management processes (with support from PMO colleagues) to ensure that the project has appropriate governance and workstreams to create an outcome which meets the University’s needs and those of the people working within it, and of external partners.
Represent the project in interactions with other transformation workstreams within the R&I portfolio and beyond to ensure that the project operates in a holistic way, complementing other projects.
Become the authoritative source of timely and accurate information on the Transformation project, and lead on writing briefings and update papers to senior leadership when needed.
Seek out and identify good practice from engagement with a broad range of internal and external parties at all levels of seniority to inform change proposals and instil a co-creation ethos in the project.
Facilitate positive and engagement-led change through the co-creation of effective working partnerships with key individuals and groups at all levels in the University, strongly engaging with staff having the opportunity to work for Cardiff Innovations Ltd.
Plan, direct and manage the project on behalf of senior management, leading a focus on optimum efficiency and quality in service delivery.
Lead on the implementation of a communication and engagement strategy during the project phase, building credibility, understanding and achieving an engagement-led approach throughout the transformation project’s design, build and delivery phases. Identify and plan support for key areas of staff development need throughout the transition into the company, developing training and repeated coaching sessions that can be delivered across the institution to achieve the biggest level of impact for commercialisation
Manage exceptions, slippage and issues of priority, and initiate extra activities wherever gaps are identified.
Oversee the management of the implementation of processes and procedures sufficient to manage risks identified in the project risk register.
Provide leadership and direction, including matrix managing the work towards specific project outcomes and the achievement of co-ordinated and co-created change plans, specifically leading and motivating project teams as needed and developing their capability and competence to maximise support.

Essential Criteria
- A degree or equivalent experience / professional qualifications
- Subject matter expert (SME) domain knowledge of establishing companies within and/or external to Cardiff University
- Demonstrable experience of delivering change projects and demonstratable experience of implementing new successful service provisions.
- Significant proven knowledge and understanding of successful research commercialisation processes within a University setting.
- Proven ability to shape developments through active participation and matrix management of teams and groups, demonstrating the sensitivities required to balance and resolve the tensions in working with a wide range of contacts (both internally and externally at senior level).
- Proven ability to communicate at all levels, with both technical and non-technical audiences, and to simplify complex issues and concepts, both through presentations and through clear written documents.
- Significant experience of Professional Support Services, ideally working in business, commercial, industrial or research-related teams, within a Higher Education sector environment.
- A clear track record of progressive attainments and success in the delivery of high-quality user-focused service delivery.
- Proven project leadership experience in a complex organisation, with direct experience of bringing together technical specialists and business teams to promote effective cooperative working relationships and a consistent common focus.
- Experience of managing plans, including budgets and resources, for complex work environments, including prioritisation and scheduling of conflicting tasks to deliver outputs under tight deadlines, risk and issue management and change management
