Job Title: HR, Strategy & Governance Lead, Fleet Services

Salary: The starting salary is £47,060, which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

The police vehicle fleet is an important physical asset. It enables officers and staff to do their job, carries key equipment required, and provides safe transportation for the public / prisoners.

The role of Fleet Services is to keep the Met mobile, ensuring we can detect, respond to, and prevent crime whilst building public trust and confidence. The complex needs of modern policing requires a wide range of vehicle types. We operate a fleet of over 5,200 assets on the road and river, as well as over 1,000 pedal cycles. London is the most complex and diverse city in the UK, and our fleet is reflective of that. We currently have over 220 different types of vehicles supporting all operational commands including armed response vehicles, HGVs, patrol cars, motorbikes and pedal cycles.

Customers can be broadly grouped into three strategic pillars – Frontline Policing, Met Ops & Performance, and Counter Terrorism / Specialist Operations. Collectively this covers pan London requirements as well as national CT responsibilities.

The overall fleet requirements and volumes are owned and governed by operational leaders at the Strategic Fleet Board. Operational teams are accountable for the volume of fleet required to undertake their roles, and Fleet Services support and enable effective decision making through provision of information and technical / industry knowledge.

Key responsibilities

  • Enabling Services Relationships – Build positive and productive relationships with key working level contacts in HR and OSS SIPI teams
  • Fleet Services Strategy – coordinate development of the Fleet Services Strategy, conducting at least annual reviews and lead development of annual Fleet business plans. Work with all Fleet Services teams to ensure that the strategy is as effective as possible
  • HR Workforce Management – Lead development, implementation and refinement of the Fleet Services workforce plan. Own job descriptions for all Fleet Services roles and ensure these are kept up to date, for example, when feedback is received or when changes are proposed. Ensure any new or amended roles are put through the Hay evaluation framework with HR. Work with other Fleet teams, OSS SIPI and HR on the processes to fill vacancies through promotions, recruitment, or agency workers. Lead interviews where required working with different pillar representatives. Ensure correct and consistent processes are applied and that all decisions are recorded appropriately
  • New joiners – Attend SIPI induction sessions where there are Fleet Services new joiners. Work with pillar teams to ensure each new joiner has a bespoke induction/onboarding plan for their first few weeks in the service, and review / improve this over time.
  • HR Training / Development – lead development of the Fleet Services career development pathways / training approaches and plans, and support the running of Fleet Services training sessions. Remind staff of career development material and LMS courses available. Ensure Fleet Services are compliant with any corporate, mandatory L&D initiatives, including liaison with OSS SIPI. Coordinate the choice of Apprenticeship schemes applying in Fleet Services and ensure the business have relationships in place with Scheme bodies so that Apprenticeships run effectively.
  • HR Reports – review any standard HR reports and review any issues that appear incorrect or of concern. Attend and contribute to LRPMs for Fleet Services staff
  • HR Change – input into any change management / transformation activity that impacts staff, whether Fleet generated change or corporate change. Ensure HR impacts are documented and understood. Engage with HR and OSS SIPI throughout any change initiatives. Provide leadership for changes where appropriate
  • Fleet Rosters – Own the Fleet Services rosters/shifts that are in place across teams. Engage with HR / MO6 as required on proposed changes to rosters. Ensure that staff are involved in any potential changes to shift patterns
  • Staff comms & engagement – Develop, implement and refine the staff comms and engagement approach / plan. Ensure that regular staff communications are in place for any Fleet Services news, updates etc. Ensure the team run regular engagement activities whether that be monthly team meetings or ad-hoc events e.g. Fleet Services Family Day
  • Union engagement – ensure that there is coordinated engagement with MPS Unions for any Fleet Services BAU / Change initiatives
  • Governance – develop, implement and refine the overall Governance approach for Fleet Services, including the controls in place and the meetings required to help govern the business effectively. Ensure the team support all key meetings including coordinating materials in advance of meetings, taking actions / minutes, and chasing outstanding actions after meetings. Ensure Fleet Services link into wider MPS governance effectively
  • Diversity & Inclusion – Develop the Fleet Services approach to improving diversity and inclusion. Assess where Fleet Services currently is on the journey and repeat this regularly. Investigate initiatives being undertaken within the wider MPS and outside that could be applied in Fleet Services. Implement changes to improve in this area
  • Vetting – Ensure Fleet Services is complying with required MPS vetting policy. Provide cover for OSS Vetting resource when required and request cases submitted to be handled as fast track cases where required
  • HR Policies/Information – Provide regular reminders to line managers and staff about the available services and processes, for instance HR Policies, benefits, performance and development, health and wellbeing. Support managers as required and direct to the correct services.
  • SLT Support – Oversee resource supporting the SLT. Ensure that they provide effective administrative support in particular to the Director and Deputy Director including diary management, e-mails and telephone enquiries, and deliver the NPCC support role effectively
  • Office management - Ensure the HQ office is efficiently and that the SLT are supported in their roles
  • Information management - Manage information with discretion and confidentiality. Ensure there are controls in place for all files kept at HQ and ensure that these are reviewed at least annually.
  • Various Administrative Activities – Oversee resources involved in various supporting activities, including HQ site management, Fleet questions (FOIA, Mayors Questions), requisitions, invoices etc.
