The Opportunity
As a Point of Connection Estimator (Electrical Bias), you will be responsible for the preparation and delivery of high-quality quotations and proposals for electricity and water network connections. Working within a dynamic and growing IDNO/NAV environment, this role plays a critical part in supporting the commercial and operational functions of the business, ensuring all proposals meet technical, regulatory, and financial standards.
Key Responsibilities
General

Role Specific
- Prepare accurate and timely point of connection quotations and proposals for internal and external stakeholders.
- Ensure all escalation issues and technical concerns are documented, communicated, and managed promptly.
- Ensure all quotations and associated designs are carried out by authorised, qualified, and competent individuals or companies.
- Maintain compliance with all relevant legislation and regulations, including:
- Electricity: Standard Licence Conditions, Common Connection Charging Methodology, relevant Codes of Practice, Health and Safety legislation.
- Water: Water Supply (Water Fittings) Regulations 1999 (as amended), Standard Licence Conditions, and associated safety regulations.
- Ensure designs consider all relevant NEDeR (National Equipment Defect Reporting) notices and actions are taken on abnormalities or defects relating to the Leep Utilities controlled assets and networks.
- Implement and maintain internal processes and procedures to support quotation and design governance, authorisation, and review, reviewing the quotation management process regularly.
- Support the safe and efficient handover of accepted works to delivery teams, ensuring all documentation, costings, terms & conditions, and programme deliverables are in place.
- Track all enquiries, quotes, accepted works, and handovers, ensuring that timelines are maintained and clearly reported.
- Prepare inputs for monthly management reports, including performance against GSOP, tender activity, enquiries received, work secured, and billing progress.
- Identify and support the onboarding of new suppliers and service providers. Lead regular reviews and audits to ensure compliance with industry, company, and health & safety standards.
- Contribute to internal quality assurance and knowledge-sharing efforts to improve team capability and project outcomes.
- Provide support to the UK Point of Connection Manager on all matters pertaining to the management of point of connection tendering along with supporting where required, Operations and Project Managers responsible for the delivery of secured point of connection works.
- Ensure that all materials, products and assets that are quoted by the team are of acceptable industry standard, also identifying any new and improved products that will give greater efficiencies and performance on Leep network infrastructure.
- Work closely with Operations, Project Managers, and Commercial teams to ensure alignment on scope, delivery expectations, and financial implications of connection works.
- Support the Point of Connection Manager in all aspects of connection tendering and internal reporting.
- Complete site visits and conduct point-of-work risk assessments, ensuring at least one safety or hazard observation per visit, in line with SHEQ procedures.
- Ensuring compliance with relevant legislation and all Leep policies and procedures, CDM processes and SHEQ requirements on all the Point of Connection Team activities, assets and sites under the Point of Connection Teams’ remit.
- Guarantee all PoC activities align with UK SHE legislation and Leep’s SHEQ Policy, undertaking a "Take 5" risk assessment before any business travel.
- Manage contract and tender submissions, including the coordination of legal and governance reviews.
- Ensure all third-party designs are completed by accredited providers and documented in line with GSOP (Guaranteed Standards of Performance).
- Support the budget planning process, including asset growth forecasting, legislative impacts, and resource planning, maintaining effective financial oversight of quoted works, ensuring robust controls and cost reporting are in place.
About You
- Proven experience in utility design, estimation, or commercial tendering, with a focus on the technical aspects of electrical infrastructure.
- Good understanding of IDNO/NAV frameworks, regulatory obligations, and industry codes.
- Strong communication, coordination, and stakeholder management skills.
- Ability to work across disciplines (electrical and water) with a collaborative mindset.
- Proficient in MS Office and network design tools; experience with CRM and commercial tracking systems is desirable.
- Commitment to safety, compliance, and customer service excellence.
- A good working knowledge of asset management systems and a record of having implemented change management in either systems, process or structure
- Understanding of regulatory standards applicable to the business and the processes required to be compliant with them
- Good computer and reporting skills
