About the Post:

The Place Making Officer is a key operational role within the Programme and Place team at Barnsley Council.

You will be part of a team that will run traditional and specialist markets in the Principal Towns, coordinating promotional events and commercial activity in Barnsley Town Centre and Principal Towns, and monitoring and enforcing borough-wide street trading.

This role will work closely with independent traders and support them to start, grow, and establish their businesses in urban centres across the borough, contributing to the vitality and vibrancy of Barnsley Town Centre and the high streets in the Principal Towns.


About the Post:

  • You will contribute to economic growth in the borough’s urban centres through active place making, which includes Barnsley Town Centre and high streets in the borough’s Principal Towns (Cudworth, Goldthorpe, Hoyland, Penistone, Royston, and Wombwell).
  • You will undertake operational management of outdoor markets and events in the Principal Towns; promotions and commercial activity in Barnsley Town Centre and the Principal Towns, and boroughwide street trading activity.
  • You will proactively carry out on a daily basis; inspections, customer liaison and administrative duties, and ensure that place making activities are regulated, enforced and developed e.g. ensuring traders have appropriate permissions and insurance.
  • You will collect rents and charges, and input, check and maintain accurate records, correspondence and IT systems to support the effective operation of outdoor markets, street trading, events, promotions, and commercial activity.
  • You will assist in resolving complex queries, issues and disputes ensuring a seamless service as well as providing advice, guidance and information, including dealing with complaints and difficult customers.
  • You will undertake manual tasks, following health and safety guidance, in order to facilitate day to day operations, such as erecting gazebos, lifting stall weights and moving and assembling trestle tables.
