Salary: The starting salary is £59,839, which includes allowances totalling £2,928.

The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary

Counter Terrorism Policing HQ’s Strategy, Planning and Performance (SPP) Directorate is a multi-skilled, diverse, insightful and influential team that sits at the heart of CTPHQ. Operating in New Scotland Yard and CTOC, we work collaboratively with CTP colleagues in the HQ and across the network, to ensure that CTP has effective strategies, policies and plans in place, along with the capabilities it needs to keep the public and the UK safe.

Informed by CTP’s strategic approach, and contributing to the UK’s CONTEST and other National Security-related Strategies, we set out clear strategic direction, drive CTP’s network delivery plan, deliver performance insights to inform decision-making, and run CTP’s principal governance structures. We cohere CTP’s positions on policy and legislation, while also navigating CTP’s organisational response to operational incidents and investigations. In addition, we support, advise and brief CTP’s senior leaders in their leadership of CTP while also engaging for CTP with partners, Government and internationally in support of our mission.

CTPHQ’s SPP Directorate is a hybrid of mostly police staff and some civil servants on secondment. The team is high-performing, influential and inclusive, and is the ideal place for existing or aspiring professionals to make a real difference, and develop a career in an operational policing environment. This position provides a unique opportunity to gain experience of the national CT Policing Network and wider policing, as well as how policing operates alongside the UK Intelligence Community (UKIC) and Whitehall departments.

You will have a strong focus on insights and impact. As Performance Insights and Briefing Lead you will work alongside the SPP Head of Performance Assurance and team, liaising closely with SPP Governance & Briefings plus Strategy & Policy colleagues to producehigh quality data-led advice, briefing and insight products for senior CTP officers and staff, including the National Lead for CT Policing, Director General CTPHQ, and the Senior National Coordinators, and senior meetings including: CTP Governance Boards; National Security Council, Ministerial Oversight Group, Chiefs Constables Council, and Senior Stakeholder Bilaterals.

It will also involve contributing to briefing and strategic engagement products from the wider Directorate and CTP network. You will ensure that network performance analysis and analytical products are used creatively to support CTP objectives, ensuring insights drive decisions and direction internally and externally.

You will work to ensure that Performance analysis for CTP is supported by the right training, tech, tooling and data access. This will involve a particular focus on the performance community across the network; working with regions and other analytical functions to enhance CTP performance capability across the board.

In addition, the role will lead on high profile strategic projects which benefit from performance data and analysis, including working closely with SPP colleagues on areas such as targeted reviews and improvement plans for the network.

You will play an active role in the management of the SPP Performance Team, including the line management of at least one Higher Performance Analyst. You will therefore play an important role in providing quality assurance, support and professional advice for SPP analysts.

Lastly, you will also support CT Policing’s response to any terrorist attacks or national security threats; being part of an on-call cadre who act as a key liaison point between CTP and Government on urgent operational matters.

Key Tasks

Strategic Briefing Advice

  • Deliver quality, timely and insightful briefing products to the most senior decision-makers in CTP, ensuring that briefings accurately reflect CTP Performance Insights and are targeted to their overall expectations.
  • Work across the pillar and with partners to deliver impactful and coordinated briefings and engagement to influence cross-Government and interested stakeholders.
  • Oversee the library of up to date, data-led products and briefings to minimise the need for repeated commissioning.
  • Act as a challenge and quality assurance function for information supplied by CT Policing for external partners to ensure quality and impact.

Performance Professional Development

  • Ensure that performance analysts across CTP have access to the correct tools and technology to perform their roles and that their requirements are captured and prioritised for future development.
  • Ensure that performance analysts across the network are trained to the same standards and benefit from equitable professional development opportunities.
  • Work to enhance data access and reporting standards across the network in support of reliable and credible performance analysis in a nationally consistent manner.
  • Maintain and enhance a clear and comprehensive data catalogue for performance analysis in CTP; ensuring that data sources and fields are regularly mapped and linked to capability reporting to support continuous improvement across the performance community.
  • Alongside the Head of Performance Assurance, ensure that CTP performance and assurance assessment remains relevant and drives operational business by instilling confidence in CTP Leadership

Stakeholder engagement

  • Work closely with the Head of Performance Assurance in order to effectively manage a team of analysts producing timely and insight performance products for operational colleagues and leaders.
  • Present and make sense of complex performance analysis to senior audiences inside CT Policing and externally.
  • Optimise operational performance by providing ongoing engagement, guidance and support to a national network of performance managers and analysts.
  • Work closely with the CTP Head of Analysis in their role as Head of Profession for Analysis for the network.
  • Collaborate closely with Performance leads, Strategy & Policy Leads, plus Design and Business Planning to ensure that multi-faceted products drivee decision making and the coordination of projects, programmes and activities across CTP.

Performance Team Management

  • To manage members of the Performance team, supporting them in their continued development.
  • Drive a positive performance culture, balancing quantitative and qualitative assessments, with clear insights to drive improvements for CTP.
  • Working closely with the HQ Analysis & Research team to collaborate on national threat and performance products to provide maximum value to customers at the strategic level.

Crisis Response

  • Act as a point of contact to facilitate communication between CTP and Home Office colleagues during national security incidents as part of SPP’s crisis response duty.

Communication and Working Relationships

The Performance Insights and Capability Development Lead will directly report into the Head of Strategic Planning & Performance, CTPHQ. They will work alongside the Head of Performance Assurance, and closely with the Governance & Briefings team plus Strategy & Policy colleagues. They will maintain a close professional link to the CTP Head of Analysis. They will work well with colleagues at all levels and provide advice to CTP’s senior leaders.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance.

  • Excellent presentational skills: Ability to influence and explain complex issues simply in both written and oral contexts to senior stakeholders at Ministerial and senior civil service levels, chair workshops and forums.
  • Experience of managing complex network stakeholder groups.
  • Use of infographics and other techniques to present analysis creatively allowing customers to better engage with the content.
  • Extracting and data from a range of approved systems and databases

  • Design of performance frameworks and templates to support decision makers with minimal bureaucracy.
  • Strong experience of working in Performance or Analytical teams of large complex public or private sector organisation.
