We are seeking a dedicated Accommodation for Ex-Offender Partnership Project Officer to contribute to a highly effective, multi-agency response aimed at breaking the cycle of rough sleeping. In this pivotal role, you will support the council’s commitment to ending rough sleeping by taking the lead on designing, developing, and embedding a tailored housing pathway for individuals leaving prison or released within the past 12 months. This is a unique opportunity to shape a life-changing initiative and drive positive outcomes through strategic partnership working.

About you

We are looking for a skilled and proactive Accommodation for Ex-Offender Partnership Project Officer with strong English language and writing skills, and an objective, non-judgmental approach. You will have the ability to develop and manage effective operational processes and partnerships, ensuring high-quality service delivery across multiple agencies.


Excellent communication, negotiation, and influencing skills are essential, as you will be required to gain commitment from a broad range of stakeholders in support of the AFEO service. You’ll be adept at managing a complex workload, setting priorities, and driving performance improvements to meet targets and enhance outcomes.


You will demonstrate strong analytical and data-handling abilities, with experience using reporting tools to present performance insights clearly and persuasively to diverse audiences, including senior leadership. Proficiency in Microsoft Office (Excel, Outlook, Word, PowerPoint) is key, enabling you to produce professional reports and presentations.


An in-depth understanding of equality, diversity, and inclusion—along with relevant legislation—and a clear ability to apply these principles within service delivery are critical. Knowledge of offending behaviour, homelessness, and the barriers ex-offenders face in resettlement is also essential, along with a solid grasp of confidentiality in multi-agency environments.


You should bring experience working with adults facing chronic exclusion and complex needs, ideally within housing, homelessness, social care, or safeguarding settings. Relevant specialist training—such as Trauma-Informed Care, PIE (Psychologically Informed Environments), Motivational Interviewing, Coaching, or Reflective Listening—will be highly advantageous.


This role requires flexibility, initiative, and a readiness to travel locally and nationally to work with prisons, partner agencies, and other criminal justice settings.


This is a public facing role so you’ll need to show off your fluency in speaking and writing English

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken. This post is exempt from the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare all unspent cautions and convictions; and also any adult cautions (simple or conditional), and spent convictions that are not protected as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (as amended in 2020). A person’s criminal record will not in itself prevent a person from being appointed to this post. Applicants will not be refused posts because of offences which are not relevant to, and do not place them at or make them a risk in, the role for which they are applying. However in the event of the employment being taken up, any failure to disclose such offence, as detailed above, will result in dismissal or disciplinary action by the Authority.
