The Role:
We are currently recruiting for a team leader level role in our transport team with responsibility for developing area transport strategies and scheme development. In this role you would need to be able to turn our Local Transport Plan into well evidenced and crafted action plans at a local level and then turn those plans into defined schemes that make a really positive difference to the lives of Hampshire residents, business and visitors.

What you’ll do:
As a key member of our transport planning team, you’ll bring your professional expertise and drive to deliver impactful projects and programmes. You’ll apply your technical knowledge across a range of transport planning functions, contributing to business cases, funding bids, and strategic initiatives.

You’ll work collaboratively with stakeholders, using your communication and leadership skills to influence outcomes and build strong relationships. Your ability to stay organised and focused—even in challenging situations—will help you manage competing priorities effectively.

You’ll also play a vital role in shaping services by applying your understanding of design guidance, planning policies, and corporate strategies, while maintaining political awareness and sensitivity.
What we’re looking for:
We’re seeking a transport professional with the right blend of qualifications, experience, and personal qualities to help shape the future of mobility in Hampshire.

You’ll need to have:
  • A relevant professional qualification or equivalent experience.
  • Eligibility for accreditation with a recognised professional body.


You’ll bring:
  • Proven programme and project management experience.
  • Strong technical knowledge across transport planning functions.
  • Familiarity with the Government’s 5-stage business case and funding bid processes.
  • Excellent communication, leadership, influencing, and problem-solving skills.
  • A collaborative mindset, with the ability to build relationships and engage effectively.
  • Political awareness and sensitivity, with an understanding of corporate strategies.
  • Knowledge of relevant design guidance, standards, and planning policies at both local and national levels.
  • A self-motivated, organised approach, with the ability to work at pace and adapt to uncertainty.
