Senior Asset Strategy Officer

Hampshire County Council
£47,430 - £52,735 a year
Winchester, England
Job Details:
Job Reference: HCC621791
Salary Range: £47,430 - £52,735 per annum
Work Location: The Castle, Winchester (Hybrid Working)
Hours per week: 37 (part-time hours will be considered)
Contract Type: Permanent
Closing Date: 24 August 2025

The Asset Strategy team at the County Council is looking for a passionate professional to help shape the future of our extensive land and property assets portfolio.
The Role:
The Asset Strategy team develops and leads programmes of work to deliver that strategy with a particular focus on the corporate (non-schools) estate. Key programmes include management and rationalisation of the office estate, assessment of coastal change on County Council assets, and supporting and enabling service transformation in children’s, adults and universal services, as well as a range of strategic projects that cover multiple directorates.
What you’ll do:
As part of our team, you'll help develop, implement, and manage the Strategic Asset Management Plan (SAMP). This plan ensures our assets align with the County Council's strategic and operational objectives. The Council’s estate includes nearly 2,000 sites, with around 10,000 separate buildings, over 1.5 million square metres of floor area, and over 8,000 hectares of land.

You will work with Directorates to develop portfolio-level asset strategies to ensure the County Council has the right assets in the right place to meet its future strategic and operational needs. You will coordinate and provide information, advice and analysis to support corporate governance and decision making on land and assets, taking proposals through appropriate democratic approval processes.
What we’re looking for:
You will be a strategic thinker with experience in forward planning, data and trend analysis and policy development. You will need to understand asset management, a broad range of property and development issues, estate management and facilities management – without necessarily being an expert. You will excel at business planning, partnership working across internal and external stakeholders and influencing positive and sustainable outcomes. Experience of working within a public sector, democratic organisation would be beneficial.
Why join us?
  • Impactful Work: Your efforts will directly contribute to the County Council's strategic goals, ensuring our assets are in the right place to meet future needs
  • Leadership Opportunities: You'll lead major projects and support a talented team, fostering a collaborative and innovative environment.
  • Broader Influence: The team plays a prominent role across the wider public estate in Hampshire through our leadership of the Wider Hampshire One Public Estate Partnership working with our District Council Partners and county-wide public sector services such as the Office of the Police and Crime Commissioner, Hampshire Fire and Rescue Service, the Ambulance Service, and NHS Partners
  • Professional Growth: Engage in diverse and challenging projects that offer opportunities for professional development and career advancement. We aim to ensure that Hampshire's land and assets continue to respond to and support the County Council's strategic and operational priorities. By joining our team, you'll be part of a forward-thinking group dedicated to making a real difference in the community.

If you're passionate about strategic management and want to contribute to a team that values innovation, collaboration, and impact, we want to hear from you.
