Job Title: Learning Quality & Compliance Officer

Salary: The starting salary is £47,060, which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

We are seeking a Learning Quality Assurance and Compliance Officer to join our Learning and Development Team here at the Metropolitan Police.

Supporting the management and development of the L&D Quality Assurance Strategy to ensure compliance with nationally recognised quality assurance standards for learning and development programmes, the Learning Quality Assurance and Compliance Officer will be a key contributor to shaping the strategic direction of the Learning and Development (L&D) function.

The post holder will play a pivotal role in maintaining and enhancing the quality assurance framework, ensuring that all L&D activities meet the rigorous expectations of the National Police Service Quality Assurance Scheme.

The role involves managing and coordinating all submissions and documentation related to external quality assurance systems, while also facilitating external audits as required. A continuous improvement mindset is essential, as the post holder will monitor and drive enhancements to compliance and quality assurance processes, ensuring they remain robust, efficient, and aligned with evolving organisational needs.

In addition, the role supports the development and implementation of evaluation strategies to measure the impact of L&D initiatives on organisational performance. The post holder will work closely with the L&D management team and wider colleagues, providing expert guidance and support to embed a culture of quality and continuous improvement across all learning activities.

Knowledge

  • Demonstrate working knowledge of the policing professional framework and authorised professional practice.
  • Demonstrate current knowledge of, and experience of working to, recognised national quality assurance schemes, models or systems applicable to L&D, including laws and policing industry.

Skills

  • Ability to work independently and on own initiative and with minimum supervision.
  • Ability to manage workload effectively and adhere to timescales and deadlines.
  • Resilient, able to demonstrate problem solving and creativity.
  • Demonstrate the ability to constructively challenge practise and use a logical, evidence-based approach to problem solving.
  • Excellent communication skills: aural, oral, written - production of reports and other documents, presentations, that can influence and negotiate with stakeholders at all levels.
  • Ability to operate in accordance with MPS Values and Guiding Principles.

Qualifications

  • Essential: Educated to degree level or have significant equivalent experience.
  • Essential: Hold a relevant education and/or training qualification, such as Level 5 Diploma in Education and Training or have significant equivalent experience.
  • Essential: Hold a relevant assessor qualification such as TAQA, CAVA or A1 or equivalent.
  • Desirable: Hold a relevant internal quality assurance qualification such as TAQA, V1 or equivalent.

Experience

  • Substantial experience in a quality assurance and compliance role, ideally within an L&D or training context.
  • Experience of working with senior managers and stakeholders.
  • Experience of undertaking quality assurance audits and analysing and reporting on findings.
  • Experience in the use of a range of evaluation models and tools.
  • Experience in producing reports for senior management, implementing and monitoring action and development plans.
  • Familiarity with industry standards and regulatory frameworks.
  • Experience of independent review and scrutiny of records, systems, process and activities to assess compliance and adherence to quality assurance strategy, against required standards e.g. awarding bodies.
