As a Functional Specialist (Workforce Planning) youll be at the helm of transforming the processes and procedures that determine how we look after and develop our most valuable asset our people! You will play a vital part within our Workforce Planning offer, which is all about planning for the future, working with colleagues from across the organisation. This will help us achieve our ambition to be the best registry in the world and deliver our new legislation to tackle economic crime. More about the role
You will develop comprehensive workforce planning guidelines and metrics at both strategic and operational levels, shaping how Workforce Planning is implemented at Companies House. You will also evaluate these practices against those of other organizations and assess their integration within the company.
Leveraging your stakeholder management skills, strategic insight, and analytical expertise, you will tackle areas such as workload management, workforce trends across the employee lifecycle, the interplay between detailed operational planning and high-level strategic planning, staff efficiency and productivity, skills-based planning, forecasting, and activity costing.
You will engage with both day-to-day operations and project-driven change initiatives to ensure workforce planning is appropriately embedded. With your strong interpersonal skills and logical, abstract thinking abilities, you will understand and address the financial, organizational, and cultural implications of people metrics.
Using a variety of data analytics and process documentation tools, you will translate observations and recommendations into impactful visualizations tailored for diverse audiences, from senior committees to data analysts and technical IT teams. Working within the Workforce Planning team, you will skillfully interpret and document organizational context and requirements, transforming them into actionable data analysis procedures.
Your work will foster curiosity, discussion, and cultural shifts by delivering frameworks and services that pinpoint areas of interest and drive meaningful change. Encouraged to operate with autonomy, adaptability, boldness, and curiosity, you will challenge conventional approaches to continually enhance the value Workforce Planning brings to the organization.
Responsibilities
As a senior member of the Workforce Planning team, you will provide inclusive support to Companies House as an organisation to understand the future workforce planning landscape.
- Serving as a bridge between the Strategic Workforce Planning team and business stakeholders, especially when business change is shaped, and workforce planning principles are required.
- Proactively seek opportunities to increase effectiveness of workforce planning in the organisation.
- Develop and deliver workforce planning guidelines and principles to support a consistent, flexible, quantitively managed and optimised workforce.
- Fully understand and document the potential and current value streams and business processes that deliver services in Companies House, in particular from a workforce point of view.
- Develop principles and guidelines for forecasting and understanding historical workforce trends, generating recommendations for continuous improvement.
- Develop and maintain stakeholder relationships, at all levels of the organisation, to ensure initiatives that the development of workforce principles is appropriately informed by organisational strategy, culture and procedures.
- Engage with stakeholders to support the implications of business-as-usual and project change on the Companies House workforce.
- Identify potential operational and strategic workforce planning workflow issues and inconsistencies and propose ways to address these.
- Provide guidance and training sessions and materials for relevant stakeholder groups in relation workforce planning.
- Support a healthy balance between customised and standardised solutions between stakeholder groups.
- Identify and analyse risks and issues for change related to workforce planning.
- Engage stakeholder impact assessments of proposed workforce planning guidelines and coordinate the conversations.
- Effectively combine industry best practices, HR expertise, and business acumen when suggesting and reviewing workforce planning guidelines.
- Work closely with the HR Policy and Business Partnering team to develop proposals and understand impact across the departments.

- Extensive experience in analysing and documenting organisational processes in an organisation of the size similar to Companies house, including extensive operational and digital/ data teams.
- Experience of thorough understanding of the employee lifecycle and organisational culture.
- Insight into HR, strategic and financial metrics and reporting cycles and requirements.
- Established ability to build and sustain relationships with business stakeholders at operational levels, especially those from a non-IT-technical background.
- Extensive experience with proposing and managing organisational metrics or targets.
- Experience with drafting organisational guidelines and principles documents.
- Experience of working with HR, Finance, Strategy and Operational areas at operational level.

- Experienced with delivery of supporting materials for operational workflows for stakeholder groups.
- Impactful communication skills to consult and influence key stakeholders and to provide support and mentoring.

Where will you be working?
You will be aligned to our Cardiff office, where you will be expected to attend on a regular basis. We are currently using a hybrid approach to the way we work which provides opportunities for you to be adaptable in the way you work so that you can achieve a healthy balance between your work and home life. The degree of choice you have will depend on your role and your day-to-day work activities. Your manager will agree regular patterns of attendance with you, however you may be required to make yourself available to attend the office more frequently when required to meet business needs.
