Job Title: Data Supervisor (Records Management)

Salary: The starting salary is £38,926, which includes allowances totalling £2,928.

The salary is broken down as £35,998 basic salary, which will increase annually until you reach the top of the scale £38,523. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: The primary Met Location for this role is Belvedere. Travel across the Met Estate, to attend meetings as required by the business, is expected.

Digital, Data and Technology (DDaT)

The mission of Digital, Data and Technology (DDaT) is to provide the Met with information (and specifically data), communications and technology to help frontline officers and Met staff do their jobs more efficiently, in order to deliver the New Met for London plan. In other words, DDaT is about “passionately delivering trusted technology for precise data driven policing”.

As well as keeping up to speed with developments in technology and making recommendations for new equipment and systems that will help modernise policing, DDaT also comprises the Data Office which:

  • Owns and drives the data compliance and analytics agenda.
  • Brings together the accountabilities that are currently dispersed across the Met business areas.
  • Consolidates and further develops existing Met data and insight services.
  • Enables data sharing and collaboration to serve the public and external partners.

Job Purpose

This is an exciting opportunity to deliver outcomes to meet the Commissioner’s Turnaround Priorities in particular ‘we will be relentlessly data driven and evidence based in delivery’. The role holder will develop a highly skilled and effective approach in records management.

A key element of the role is the application of Management of Police Information (MoPI) / (PIRM) Police Information Records Management. All data held is subject to the National Retention Assessment Criteria (NRAC) review at set periods when a decision to either retain or dispose of data is made. Records holdings are subject to a variety of legislative obligations, which include Data Protection Act 2018, Protection of Freedoms Act 2012, Rehabilitation of Offenders Act 1974 and Criminal Procedure Investigation and Investigations Act 1996, Public Records Act S3 1958, Freedom of Information Act 2000, The Police Act 1996 (s39 & s39A) and The Criminal Justice Act 2003, schedule 15.

This role supports a key aspect of the core business of MPS Records Management, which covers the lifecycle of police records, preservation and safeguarding of all corporate and operational records.

The role comprises overseeing of the storage, access, review and disposal of records appropriately, proportionately and in line with legislation.

For all records, retention, review and disposal are requirements under the Freedom of Information Act & Data Protection Acts (GDPR) & Protection of Freedom Act (PoFA). The role assists with the compliance of (PIRM) Police Information Records Management. The role holder will ensure that practices are aligned to MPS Records Management Policy and national standards as laid down in the College of Policing Information Management Authorised Professional Practice (APP).

Key Role Responsibilities

We are looking for a Records Management Team Leader to play a meaningful role in the Met's mission to build more trust. A reliable and robust Records Management function will help provide confidence in our ability to securely store digital and physical records, whilst actively seeking improvements using new technology. This is your opportunity to bring enthusiasm, diversity of thought and strong leadership to completely reshape how DDaT (Digital, Data and Technology) manages this critical service for the MPS.

The team you will manage oversees the entire lifecycle of police records, directly contributing to the effective management of MPS information. Its primary task is to store and retrieve and enable correct retention or disposal decisions underpinned by relevant data protection legislation to ensure a legitimate right to retain the data as it fulfils a lawful policing purpose. The team also undertakes strategic reviews of how stakeholders manage and meet Management of Police Information (MoPI) requirements and provides advice and plans to identify, manage or escalate risk when appropriate.

In this post, you will have responsibility for

  • To represent and be confident as a Subject Matter Expert (SME) in records management and the review, retention and disposal (RRD) process for physical information held by the MPS.
  • Ensure the team are following the process to store and access new and existing records, once transitioned to MPS storage facilities, currently Belvedere and Marlowe House.
  • Develop a detailed knowledge of relevant legislation and policy.
  • To provide records management guidance and training to colleagues.
  • To review and update of the Records Management Policy and supporting RRD documents.
  • Ability to undertake audits and dip sample
  • Working alongside our Data Foundations colleagues to coordinate and manage records, information and assets across the MPS.
  • Maintain data including KPIs, identifying and recording risks.
  • Take responsibility in self-development and initial training requirements.
  • Provide support and guidance, identifying training gaps and business needs.
  • Ability to effectively manage personal workload
  • Ability to effectively manage team priorities and tasking.
  • Willingness to manage training, with self–learning, team learning and mandatory sessions, to support knowledge and appropriate progression within the role.
  • Awareness and support towards any ICO/MOPAC/IPCO recommendations.
  • Using skills and knowledge to provide support across DDaT where required.
  • Development opportunities in leading Band E’s and cover for Band C.

For this role the Vetting Clearance is Force Clearance Level, Recruitment Vetting (RV), and National Security Vetting (NSV) Level, Counter Terrorism Check (CTC).

  • Experience of core systems used in the MPS would be an advantage, but training will be provided.

  • Intermediate or advanced in O365, Word, Excel and PowerPoint.
  • Be a team player, willing to listen, learn and share ideas.
  • Be able to lead or participate in meetings when required.


Desirable Criteria:

  • An awareness of the Data Protection Act 2018, Code of Practice under Section 46 of the Freedom of Information Act 2000and the Police Information & Records Management Code of Practice
  • A willingness to undertake research and development to improve outcomes.
  • Working together with the Data Foundations service to implement MPS wide objective of becoming a Data Driven Organisation.
  • Ability to use a wide range of core MPS and National Policing IT Systems (training will be provided).
  • Understanding of the digital systems, held by the MPS, used for records management.
  • Access to MPS systems including CONNECT and EDA.
