The Project: The Surface Access Expansion Stakeholder Lead will support the negotiations and communications with Government. They will lead on communications with statutory SA consultees and other stakeholders.
The role holder is expected to be a present and visible figure at the compass centre at Heathrow Airport.

You’ll be responsible for:
- Engagement Strategy and Delivery: Develop and implement stakeholder and community engagement plans that meet statutory DCO requirements and best practice.
- Stakeholder Management: Build and maintain strong relationships with statutory consultees, political representatives, local authorities, landowners, and interest groups, and serve as the primary point of contact for stakeholder queries
- Collaboration and Coordination: Work closely with consultation, planning, legal, environmental, and design teams to align engagement activities with the overall project programme.
- Compliance and Reporting: Maintain accurate stakeholder records and feedback logs using engagement management systems, and contribute to the statutory consultation report summarising engagement activity and stakeholder feedback
- Continuous Improvement: Monitor and evaluate engagement effectiveness, using feedback and lessons learned to improve future activity.
You’ll have:
- Strong track record in stakeholder engagement for large-scale infrastructure, planning, or environmental projects
- Knowledge of the DCO process and statutory consultation requirements
- Excellent relationship-building and interpersonal skills
- Skilled in handling sensitive issues and managing conflict
- Strong written and verbal communication skills
- Organised, with the ability to work under pressure and meet deadlines
- Background in infrastructure planning, aviation, communications or public affairs
- Knowledge in Airspace Change Process
- Experience using stakeholder management or consultation tracking software
- Membership of a relevant professional body (e.g., RTPI, CIPR, etc) desirable
- Understanding of equality, diversity, and inclusion in public engagement
