Brief Description
Lead selected Investigations into serious accidents, incidents, environment and major performance loss events through examination of evidence to establish immediate and underlying causes, and to make suitable recommendations to improve health, safety, and environmental performance. To carry out assurance activities enabling the Route to discharge its recommendations efficiently.
About the role (External)
Key Accountabilities
Act as the lead Investigator in selected serious investigations to deliver investigations to professional standards, identifying immediate and underlying causes, and delivering reports of a high standard which fulfil the remit timescales and justify recommendations to correct the causes identified.
Develop close working relationships with route based designated competent persons and investigators; provide specialist advice and support as necessary to promote improvements in the standard of investigation processes, report quality, and share best practice.
Manage responses to comments and queries concerning investigation reports, taking steps to have information appropriately evaluated.
Establish constructive working relationships with external organisations, including other Railway Group Members that generate a respect within those organisations for investigations led by Network Rail.
Act as a coach to those performing local accident investigations and support those charged with implementing recommendations.
Review and evaluate the full ranges of reports and emerging data to assess the performance of the assigned assurance processes.
Produce specific reviews and reports from emerging trends, audits and investigation findings drawing out meaningful conclusions regarding the safety and environmental management systems and risk control measures.
Advance the culture change agenda by applying principles of fairness to investigations.
Motivated by emerging trends or at the direction of the safety team, undertake safety assurance and confidence measurement activities, including on-site verification.
Job Skills, Experience and Qualifications
Essential
- Must be a member of the Institute of Occupational Health and safety (IOSH) at Technical (TechIOSH) level or above
- Detailed knowledge of investigation techniques and able to demonstrate their proper application
- Good knowledge of railway operations, engineering, safety and environmental management
- Good knowledge of health and safety legislation
- Excellent communication skills, written and verbal
- Logical thinker, with good analytical skills and computer operating skills
Desirable
Level 6 NEBOSH or Degree or equivalent
Good influencing skills
Salary: Band 4B £35,582-£42,218 plus a Location Allowance of £3,270.
