Are you a strategic thinker with a passion for leading transformational HR programmes?
Rotherham Council is looking for an exceptional HR Strategic Programme Lead to drive forward our Workforce Strategy and lead high-impact initiatives that enhance service delivery and employee experience.
Reporting to the Assistant Director of HR, you’ll lead complex projects in areas such as pay and reward, workforce planning, policy reform, and digital transformation. You’ll work closely with senior leaders and partners to ensure alignment with corporate priorities and legislative requirements, while championing innovation and continuous improvement.
This is a high-profile role requiring strong leadership, project governance, and stakeholder engagement skills. You’ll be a trusted advisor and change agent, with a proven track record of delivering strategic HR outcomes in a complex organisation.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time).
