A bit about the role

As a Crime and Fraud Investigation Officer, you will be an expert investigator responsible for detecting and investigating ticket fraud, fraudulent activities, and related crimes across the railway. You will work independently within your authority to plan and conduct investigations, liaise with stakeholders including the British Transport Police, and prepare comprehensive case files for prosecution or disciplinary action. Your expertise will help protect EMR’s revenue and uphold the integrity of the railway system.


Key Responsibilities

  • Lead investigations into suspected fraud and crime, including issuing Penalty Fare notices under the Penalty Fares Regulations.

  • Conduct interviews with witnesses and suspects following the Police and Criminal Evidence Act 1984 and using approved techniques like the PEACE model.

  • Prepare detailed prosecution files for criminal, civil, and disciplinary proceedings.

  • Plan and execute fraud detection operations, including suspect observations.

  • Work closely with British Transport Police and other law enforcement agencies to conclude investigations efficiently.

  • Maintain investigation files in compliance with the Criminal Procedures Investigation Act 1996.

  • Act as a subject matter expert and ambassador for fraud and crime prevention across EMR.

  • Assist colleagues with case progression, including disclosure reviews and document management.

  • Support continuous improvement of fraud detection and investigation systems.


Who We’re Looking For

You will be a highly analytical and organised professional with strong investigative skills and experience in fraud detection. You will have a sound understanding of relevant legislation such as the Fraud Act, Theft Act, PACE, and Regulation of Investigatory Powers Act, with a willingness to keep your knowledge up to date. Experience in the rail industry or a similar regulated environment is highly desirable.

You must have excellent communication skills, the ability to remain calm under pressure, and the confidence to make independent decisions within your authority. Flexibility to work unsociable hours is essential. Holding, or working towards, a recognised investigation qualification (such as Level 4 Counter Fraud Investigator) is preferred.
