Shadow Football Regulator

We lead the Government's work on the future governance of football. At present, the Shadow Football Regulator comprises over thirty members of staff, led by an interim Chief Operating Officer, undertaking a range of activities in preparation for passage of the Football Governance Bill, which is currently in Parliament.

The Shadow Football Regulator is a dedicated team within DCMS which is responsible for setting up the Independent Football Regulator. It is ensuring the regulator has the right skills, governance and corporate functions so it can start work as soon as possible after the Bill receives Royal Assent.

This post, and its recruitment, is dependent on progress of the Bill, and the intention is for this role to transfer to the Regulator once it's legally established.

Please note that the Independent Football Regulator will be based in Greater Manchester but an exact location has yet to be determined.

Job description

This is a unique opportunity to join the team that is shaping the new Independent Football Regulator (IFR) and the regulatory regime for football governance. The shadow football regulator team is working on translating the legislative requirements set by the Football Governance Bill into an effective regulatory regime that will improve the financial sustainability of clubs, and promote and protect fan interests.

This role will be focused on developing and implementing the regulatory policy framework for the owners & directors test that will be operated by the IFR. We envisage that once the owners & directors test is implemented, the role holders will move into the IFR’s Supervision function to undertake regulatory monitoring and compliance activity, including changes of control caseload.

We are looking for a highly-motivated policy professional, ideally with a background in regulatory policy development and delivery. An understanding of the football industry is also desirable.

Responsibilities include:

  • Taking responsibility for developing areas of policy, systems, and internal processes necessary for the delivery of the owners & directors test.
  • Consulting with stakeholders and experts to ensure that the owners & directors test is developed and implemented successfully
  • Supporting the wider work of the team in designing the IFR’s regulatory approach to monitoring and supervision and to inform decisions around organisational design.

Person specification

Essential Requirements

  • Experience of regulatory policy making and/or delivery, and strong analytical skill with a proven ability to solve complex issues and make timely risk-based decisions or recommendations with clear justifications.
  • Excellent communication skills with a proven ability to effectively translate complex issues into clear messages. Ability to engage with a wide range of stakeholders and audiences.
  • Strong ability to manage own work at pace to meet deadlines and prioritise complex, interrelated issues and projects effectively.
  • Experience of working closely within a small team but also drawing from a wider community of internal and external stakeholders. Able to build strong relationships and consensus around issues.

Desirable Skills

  • Experience of preparing or assessing regulatory applications (particularly relating to the fitness and propriety or suitability of individuals)
  • Understanding of the football industry, including financial regulation and familiarity with the English football pyramid
