Prevention Demonstrator Lead (Secondment Opportunity from the GM System)

Are you passionate about driving real change in public services? As our Prevention Demonstrator Lead, you’ll be part of a team working to further develop Greater Manchester’s pioneering approach to whole system, place-based public service reform. This is your chance to shape the futureworking with local authorities, NHS partners, and national government departments to deliver innovative solutions that prevent poor outcomes for residents and reduce costs for services.

You’ll lead the development and delivery of the Prevention Demonstrator, connecting key partners and enabling collaboration across Greater Manchester. You’ll champion the Live Well model, ensuring that evidence and insight drive impactful change. This role offers the opportunity to influence national policy, work with leading organisations, and make a tangible difference to communities. If you thrive in a strategic environment and want to be part of a team that values innovation, partnership, and positive outcomes, we want to hear from you.

The Prevention Demonstrator

The Prevention Demonstrator will see us work closely with central government departments to provide the blueprint for a joined-up approach to preventing social harms and costs, wrapping public services around people in their community, linking up Government and ‘cracking the nut’ of one of the biggest public policy issues of our time.

It is the vehicle by which we will unlock barriers to our Live Well ambition with government. By doing this we will aim to reduce higher level, complex demand and fully enable the left-shift to prevention.

The Prevention Demonstrator will be a GM and cross-Government accelerator, with a focus on (i) linking to the Live Well Delivery Model, (ii) developing the Evaluation Framework which will demonstrate the impact of prevention, (iii) establishing the flexible funding model to support Live Well delivery and prevent rising service costs, including through negotiating the Outcomes which will be need to be delivered through the extended Integrated Settlement, and (iv) establishing the mechanism for data sharing, improving capability and innovation in the use of data.

About you

You bring strategic leadership, a collaborative spirit, and a commitment to inclusion. Your experience spans local government, NHS, and public-private partnerships, and you’re skilled at building relationships with diverse stakeholders. You’re a creative thinker, able to develop and deliver solutions in complex environments, and you’re passionate about using data and evidence to inform decision-making.

We’re looking for someone who embodies our values of collaboration, delivery, and empowerment. You support the development of others, prioritise wellbeing, and foster inclusive environments where everyone can thrive. You’ll champion equality, celebrate diversity, and ensure our services are accessible to all. If you’re ready to make a difference and help shape the future of public services in Greater Manchester, we encourage you to apply.
