About the Role
We are seeking an experienced senior leader to head the Assets, Digital & Performance function within the Housing (Assets) service. The post holder will provide strategic leadership across Strategic Assets, Facilities Management and Design Services, working closely with the departmental management team and peer Heads of Service to deliver a comprehensive, cross-cutting service.
This role requires deep public-sector asset management expertise (ideally MRICS), exceptional performance leadership, and the ability to drive governance, value for money, and innovation across large, complex services.
Key Responsibilities
Strategic Leadership & Governance
- Lead the design, development and delivery of assigned services in line with statutory frameworks, corporate plans and priorities.
- Set clear performance outcomes; monitor, report and intervene robustly where performance is off-track.
- Prepare evidence-based strategies, policies and reports; brief senior leadership and elected members as required.
- Commission, procure and manage contracts to ensure compliance and value for money.
- Manage service budgets and financial targets, ensuring strong financial controls and accurate records.
Assets, FM & Design Services
- Hold overall accountability for Strategic Property Asset Management, including asset strategies/terriers, service management plans and maximising asset utilisation.
- Lead Facilities Management for the non-housing estate (repairs/maintenance, compliance, security, cleaning and caretaking).
- Direct Design Services (Architecture, Quantity Surveying), ensuring delivery to brief, on time and within budget.
- Oversee development and sustainability of the commercial estate.
- Provide strategic management of CCTV/Security services.
Performance, Carbon & Safety
- Lead service performance, innovation and the design of services, fostering a solution-focused, customer-first culture.
- Drive the carbon and energy-efficiency agenda across the non-housing estate, working with the corporate carbon team.
- Lead on Health & Safety for Housing, ensuring statutory/regulatory compliance.
Collaboration & Community
- Build effective partnerships with internal services, external agencies and stakeholders to improve outcomes.
- Represent the organisation at regional and national forums; provide senior presence at governance meetings.
- Engage communities and partners to co-design or deliver services where appropriate.
People Leadership
- Lead, motivate and develop managers and teams; champion OD, coaching and continuous improvement.
- Contribute as a senior member of the Departmental Management Team to corporate projects (e.g., risk, emergency planning, fraud reduction).
Key Requirements
Qualifications & Memberships
- Degree/post-graduate qualification in a relevant field (e.g., Estates/Property/Construction/Asset Management) – Essential.
- Professional qualification (e.g., MRICS) – Highly desirable.
- Management qualification or equivalent senior leadership experience – Desirable.
- Evidence of continuous professional development – Essential.
Experience
- Extensive leadership in public-sector asset management across large/complex services.
- Proven track record of performance management, service redesign and driving innovation/change.
- Strong governance, financial and commercial acumen; budget and contract management experience.
- Experience working with/briefing senior leaders and elected members; managing politically sensitive issues.
- Stakeholder and community engagement; partnership working at senior level.
- Programme/project management across multi-disciplinary teams.
Skills & Attributes
- Strategic thinker with robust decision-making and problem-solving skills.
- Excellent written/oral communication, including chairing, presenting and report writing.
- High level ICT literacy (Word, Excel, PowerPoint, relevant databases).
- Able to manage multiple priorities, meet tight deadlines and work under pressure.
- Personal leadership, integrity, resilience and a collaborative style.
- Welsh language skills desirable but not essential.
