The Council of the Isles of Scilly is seeking a dynamic and experienced Head of Regulatory Services to lead and shape a small multi-disciplinary team across one of the UK’s most distinctive local authorities. About the Role
As Head of Regulatory Services, you’ll lead a diverse portfolio including Environmental Health, Trading Standards, Animal Health, Corporate Health and Safety, and more. This is a front-line leadership position that requires both strategic vision and hands-on operational expertise.
You will be the Council’s expert in ensuring compliance, safety, and public protection – covering everything from food hygiene to private water supply regulations. You’ll manage the team, oversee contracts, liaise with key stakeholders, and directly influence council-wide policy.
About You
The successful candidate will be a qualified Environmental Health professional (EHRB registered), with Chartered Status through CIEH and IOSH. You’ll bring a strong track record in senior regulatory leadership, a thorough understanding of legal frameworks, and practical experience in enforcement, team development, and driving service improvement with limited resources.

Key Responsibilities
- Lead the delivery of all regulatory services including Environmental Health, Trading Standards (via contract), and Public Health.
- Act as the Council’s Statutory Officer for Corporate Health & Safety.
- Provide expert guidance and drive service innovation across a broad range of legal and regulatory areas.
- Collaborate with local businesses, residents, government agencies, and regional networks.
- Develop and manage plans, budgets, audits, inspections, and performance data.
- Ensure compliance with statutory obligations and national frameworks (e.g. FSA standards).
