Our aim is to establish a modern, consistent and integrated FTR system that is of high quality and maximises value for passengers and taxpayers. You may have already seen some of our work: Pay As You Go (PAYG) pilots announced in the West Midlands, Greater Manchester, East Midlands and Yorkshire, expansion of Contactless PAYG in London and the South East and ‘Simpler Fares’ trials on some long distance routes.

The Government’s Railways Bill has highlighted reform of fares and ticketing, including establishing GBR Online Retail, as a key part of rail reform. The FTR programme will deliver industry-wide modernisation and reform of the complex and fragmented fares landscape. This will enable GBR to simplify the ticketing system and make it easy for passengers to find the right fare.


Brief Description


We're looking for a Head of FTR Delivery and Operating Model to join our Fares, Ticketing and Retail team!


About the role (External)


You will lead and coordinate the delivery model for rail fares, ticketing, and retail (FTR) transformation as we transition to Great British Railways (GBR), aligning cross-organisational capabilities and governance structures to achieve effective delivery and in-life operations, ensuring alignment to and informing wider GBR design. This role will support and enable FTR project delivery through collaboration among senior leaders across Department for Transport (DfT), DfT Operator (DfTO), Rail Delivery Group (RDG), Train Operating Companies (TOCs), and others.

This role requires strong leadership, strategic vision, and the ability to build consensus across a complex stakeholder landscape. What you’ll bring..

  • Understanding of business capability mapping, baselining and enterprise architecture.
  • An ability to present and articulate complex matters in a simple and effective way to a range of senior stakeholders, and to gain TOC, RDG, DfT and DfTO buy-in and commitment.
  • Strong knowledge and experience of various programme, project and quality management approaches and principles.
  • Deep understanding of organisation design, service design, and transformation in merged or transitioning environments.
  • Demonstrated ability to lead design in the context of organisational restructuring, mergers, or large-scale change programmes.

  • Strong analytical capabilities and strategic thinking.

Salary: £85,395 - £101,323
