Job Title: Deputy Head of Governance - Strategy, Planning and Performance - Counter Terrorism Policing HQ

Salary: The starting salary is £59,839, which includes allowances totalling £2,928.

The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary:

The Strategy, Planning and Performance (SPP) Pillar is a diverse and multi-skilled team that sits at the heart of the CT Policing Headquarters (CTPHQ). We ensure that CTP has effective strategies, policies and plans in place, along with the capabilities it needs to keep the UK and its interests protected. Aligned to the government’s CONTEST and other National Security Strategies we set out clear, strategic direction, ensuring that CTP targets its investment on the right things. We deliver and assure this by establishing clear implementation plans with performance metrics that are monitored and delivered through effective governance structures.

The Deputy Head of Governance has responsibility for establishing, improving and maintaining the governance arrangements for the most senior decision-making boards within CTP and jointly leading the strategic briefings function of CTPHQ. The role has four core responsibilities:

  • Maintain the highest professional standards of governance across CTP.
  • Continually improve CTP’s senior governance boards.
  • Jointly lead the strategic briefings function in support of HQ leadership.
  • On-call responsibility on a rostered basis.

The role supports the Head of Strategy, Policy and Governance and has direct line management of 1 or 2 Governance and Briefings Managers at Band C level. This role is one of two deputies to the Head.

Key Tasks:

Secretariat Delivery and Coordination

  • Support the Head of Governance in ensuring CTP applies good practice across its governance boards, seniors are supported in being able to make effective decisions that align with CTP’s strategy and business plans, and we are a role model for good governance across CTP.
  • Alongside the other deputy in post, run a highly effective, high functioning Secretariat Office for CTP’s senior decision-making boards.
  • Work collaboratively with seniors, colleagues and partners, and across lower tiers of governance boards, to apply intellectual rigour to agenda setting and action tracking.
  • Support the Director Strategy and SLT with discharging their role in providing accountability to our external oversight boards, including the Police Strategic Collaboration Board and the Home Office Ministerial Oversight Group.
  • Manage, train and develop staff to coordinate and deliver the governance function on behalf of CTPHQ.

Governance Improvement

  • Take a stocktake of delivery of effective governance against professional standards and principles of good governance within policing.
  • Improve the alignment and operation of CTP’s governance structures. Establish clear links between all levels of strategic governance including the escalation of items as required.
  • Carry out effective reviews of our governance structures and arrangements, and periodically make suggestions for improvements. Drive through those changes using project management tools.
  • Work collaboratively with seniors and across business to make iterative and substantial improvements to our governance.

Strategic Briefings

  • Deliver quality, timely and accurate strategic briefing products, ensuring that they accurately reflect the CTP Network’s strategic positions and they are targeted to the principal’s and meeting expectations.
  • Oversee the library of up-to-date products and briefings to minimise the need for repeated commissioning on related issues.
  • Deliver a Strategic Engagement Plan for CTPHQ.
  • Coordinate senior stakeholder engagement and visits, advising the network on scope and level of engagement.

Corporate support across SPP

  • Continuous professional development: the roles and responsibilities of CTPHQ and work collaboratively with colleagues to provide coordinated strategic products.
  • Be visible to stakeholders across CT Police and Government, supporting the delivery of key CTP messaging, purpose and direction with clarity and enthusiasm.
  • Be a key member of the on-call rota. Updating and responding to Home Office and wider government requests for operational information as part of SPP’s on call roster, and in response to any incident as part of the crisis management response.

Vetting and STRAP

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC) /Developed Vetting (DV)] clearance.

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process. Essential For The Role

Essential Criteria

  • Experience in governance, control or enterprise risk management.
  • Experience of managing complex network stakeholder groups across a variety of different organisations with competing priorities.
  • Excellent communication skills, both oral and written, with the ability to convey difficult messages and / or complex technical issues with simplicity, gravitas and impact.
  • High level of competence in presentational tools (infographics, visualisation tools)
  • Experience of drafting strategic briefings to senior public sector stakeholders.
  • Understand the security requirements of classified material and the risks to consider when handling the information.
  • Working at pace - with agility and flexibility.
  • Experienced in the use of Microsoft office products (Word, PowerPoint and Excel)

Key skills and knowledge

  • This role requires an understanding of the big picture and the role of corporate governance within public bodies, in addition to excellent relationship building skills, including the ability to negotiate and influence at the most senior levels.
  • You will have a strong record of building and maintaining effective collaborative relationships with internal and external stakeholders at a senior level, and in leading networks to deliver change.
  • Effective delivery of this role requires the ability to take forward significant strands of work with a large degree of autonomy, identifying strategic opportunities and prioritising competing demands. You will also have experience of resolving conflict and ambiguity under pressure and being able to build consensus in complex environments.
