Job Purpose:
The Deputy Designated Safeguarding Lead (DDSL) will support the Designated Safeguarding Lead (DSL) in overseeing all safeguarding and child protection matters across the College. This role includes providing advice and guidance to staff on safeguarding concerns and ensuring that policies and procedures are consistently and effectively implemented. The DDSL will play both a strategic and operational role in strengthening safeguarding practices throughout the institution.
Overall purpose of the job:
1. To work under the direction of the Designated Safeguarding Lead (DSL) for all safeguarding and child protection matters arising at the College.
2. Ensure that the college meets its legal and statutory requirements for safeguarding and child protection, providing support, advice and guidance to staff.
3. Manage and monitor My Concern so that all concerns are responded to promptly with effective interventions.
4. To have operational responsibility for the management of referrals to internal professionals and external agencies including statutory meetings, in relation to safeguarding and child protection.
Specific Duties:
Managing Referrals:
5. Manage a caseload of safeguarding cases alongside the wider safeguarding support team.
6. Manage the Safeguarding duty phone and inbox to respond to all safeguarding enquiries.
7. Refer all cases of suspected abuse of any student at the College to children’s social care in liaison with the DSL.
8. Support staff who make referrals to local authority children’s social care or support agency.
9. Support the DSL or Director of HR with cases reported to the Local Authority Designated Officer (LADO).
10. Take part in strategy discussions and inter-agency meetings and/or to supporting other staff to do so and to contribute to the assessment of children.
11. Referring cases to the Channel programme (and supporting staff who make referrals) where there is a radicalisation concern.
12. Advise the DSL when making referrals to the police where a crime may have been committed which involves a child.
Working With Others:
13. To act as a source of support, advice and expertise to all staff including Safeguarding Support Officers at satellite sites.
14. Liaise with college staff and external agencies in initiating or coordinating Early Help Assessment (EHA) referrals and PEP review meetings, Child Protection Conferences, Core Group meetings, Child in Need or Team around a Child (TAF) meetings.
15. Encourage a culture of listening to students among all staff, ensuring that children’s feelings are heard where the college puts measures in place to protect them.
16. Liaising with the local Prevent co-ordinators, the police and local authorities and existing multi-agency forums in all necessary or appropriate circumstance relating to safeguarding and the Prevent Duty.
Raising Awareness:
17. Ensure the College’s Safeguarding and Prevent policy, and the implementation of it, is reviewed at least annually and is up to date and liaise with the Governors about this.
18. Ensure every member of staff has access to and is supported to understand the Safeguarding and Prevent Policy and Procedures.
19. Support the DSL to deliver regular training and updates to staff on all safeguarding matters.
20. Ensure that parents are aware that referrals about suspected abuse or neglect may be made to children’s social care and the College’s role in this.
21. Maintain links with Harrow Local Safeguarding Children Board to ensure staff are aware of training opportunities and the local policies on safeguarding.

Training:
22. The DSL & Deputy DSL should receive appropriate child protection training every two years (and refresh their knowledge and skills through network meetings, email updates and documents on an ongoing basis).
23. Understand the assessment process for providing early help and intervention, for example through locally agreed common and shared assessment processes such as early help assessments.
24. Have a working knowledge of how local authorities conduct a child protection case conference and a child protection review conference and be able to attend and contribute to these effectively when required to do so.
25. Ensure each member of staff has access to and understands the College’s child protection policy and procedures, especially new and part time staff.
26. Be alert to the specific needs of children in need, those with special educational needs, looked after children, care leavers, young carers and children with a social worker.
27. Be able to keep detailed, accurate, secure written records of concerns and referrals.
28. Be able to understand and support the College with the requirements of the Prevent duty and can provide support and advice to staff on protecting students from the risk of radicalisation.
29. Obtain access to resources and attend any relevant or refresher training courses.
30. Understand the unique risks associated with online safety and be confident that they have the relevant up to date knowledge to ensure that students are kept safe in College.
31. Encourage a culture of listening to children and young people and taking account of their wishes and feelings, amongst all staff, in any measures the College may put in place to protect them.
Other Duties:
32. Invigilation as and when necessary.
33. Attending INSET sessions and meetings as necessary and appropriate.
Further education is an ever-changing service, and all staff are expected to participate constructively in college activities and to adopt a flexible approach to their work. This job description will be reviewed annually during the appraisal process and will be varied in the light of the business needs of the college.
The postholder can be required to carry out any other duties consistent with the grade of the post, at any site on which the College may operate.
