Job Summary:
A Civil Enforcement Officer’s day will be spent, mostly outside, in all weathers, walking up to 8 miles per day. You will be dealing with members of the public, face to face sometimes in difficult situation therefore strong customer service skills is a requirement.Serving to promote and maintain an environment and a culture which has the highest standards and places customers first.
Job Description:
Civil Enforcement Officers are the eyes and ears of the local community, patrolling areas, providing advice to residents and members of the public, whist enforcing road traffic regulation orders and, as and when appropriate, issuing parking penalty charge notices. CEOs will play a significant role in reducing traffic congestion and improving air quality through the effective management of the kerbside and the enforcement of parking restrictions.
Main Tasks:
Patrolling streets and car parks, checking all vehicle to ensure they are parked with the relevant permissions, where allowed and issuing Penalty Charge Notices (PCNs) to vehicles parked in restricted locations or without the necessary permission dependent on restrictions.
Providing a visual presence to encourage drivers to park compliantly with restrictions and offering advice to the public on parking regulations and facilities
Capturing all required evidence in support of a PCN issued to enable the progression of the PCN to be successful including writing simple reports and pocket book notes, capturing photographic images and evidentiary notes
Authorising the clamping and removal of vehicles
Checking pay and display machines and car park equipment, reporting damage or faults
Checking street furniture and reporting defective signs and road markings or any suspect vehicles
As and when required attending court or a tribunal if a PCN is being disputed and a CEO witness statement is required
Working with other professionals like police community support officers or the police to report crimes or anti-social behaviour
Keep abreast of latest parking systems being implemented by attending training and learning the various areas of knowledge.
Provide mentoring to other team members.
Undertake any other duties as required in line with the grade and the responsibilities of the post.
Equipment to be used as part of the role:
Hand-held computers, with an integrated camera and printers for recording evidence and issuing PCNs
Two-way radios, or mobile phones, to keep in contact with supervisors
Body camera to be activated in the event of a confrontation with a driver or member of the public
Training requirements to be completed to be deemed suitably qualified for role as a CEO.
Trellint Induction
Relevant equipment system and software training
Operational training to confidently and competently patrol beats and issue PCNs in line with Council policy prior to live operation
CEO qualification Level 2 in parking enforcement under TMA Legislation (to be completed within 3-6 months of commencement of role with Trellint providing the training).
