We currently have the following opportunity:

Team Leader, Housing - PKC12950
£54,434 - £58,601
Pullar House, Perth

An exciting, permanent opportunity has arisen within the Housing Division of the Communities Service. We are looking for an energetic, driven, and influential leader for the role of Team Leader – Housing.

Reporting to the Service Manager, you will be responsible for the operational service delivery for tenants in the City locality as well as some specialist responsibilities delivered across all Localities. These services/responsibilities include;

Locality responsibilities:

  • Management of the City Locality Housing Team- Locality Co-ordinator (direct report) and responsibility for Housing Officers, Housing Assistants and Senior Clerical Assistants within this team
  • Oversight of all operational functions
  • Corporate complaints handling and dealing with Members of (the Scottish) Parliament and Elected Members enquiries
  • Monitoring and ensuring continuous improvements in relation to performance for City areas.

Specialist responsibilities (management of staff and operational functions):

  • Older Persons’ Housing Service (Sheltered and Retirement Housing)
  • Greyfriars Homeless Hostel
  • Housing Support Service
  • Registered Manager for the Older Persons’ Housing and Support Services.

We are looking for a self-motivated individual who is good team player understanding the need to work collaboratively with colleagues and external partners and who recognises and values other people’s strengths. You must, however, be able to work on your own initiative with minimal supervision and can resolve problems independently, offer solutions and work to a “Think YES” approach. Whilst much of the role covers the operational management of services, you will be expected to contribute to the development of the vision and strategic objectives of these services.

You will be accountable for closely monitoring a range of funding streams, ensuring that these are well-managed. You will also be required to produce quality progress reports for a range of internal and external stakeholders. You will need to monitor and report on performance through our established Performance Management Frameworks and carry out regular quality assurance audits, implementing improvements where required.

You will report to the Service Manager and will be responsible for the direct line management of staff and broader oversight of a diverse set of multiple Teams and operational services primarily for Council tenants.

The standard hours of work for this role are Monday to Friday from 8.45 to 5pm but due to the level and the nature of the post, there will be an expectation that you will work flexibly, and this could include evenings and weekends for example to attend public meetings and events.

You will be required to participate in the Out of Hours Standby rota which involves being on call for one whole week, approximately every 10 weeks. You will receive a weekly standby payment for being on call (currently £127.81 per week).

Skills & Experience Required

We are looking for an experienced manager who is committed to making a difference in a community-based, locality setting and providing a high-quality service to tenants and residents. A comprehensive knowledge of current housing policy and legislation is essential, along with a good awareness and understanding of the current challenges facing the housing sector.

Candidates should ideally hold a Degree and Post-Graduate Diploma in Housing or other relevant housing/property/technical qualification. It is essential that you hold the relevant qualifications to enable you to meet the Scottish Social Services Council’s requirements for becoming the registered manager. This requires a Practice and a Management qualification i.e. SVQ Social Services and Healthcare SCQF Level 9 and SVQ Care Services Leadership and Management SCQF Level 10.

In the absence of a relevant qualification, the successful candidate must undertake this within an agreed period.

You will have a non-judgemental attitude, be empathetic and sensitive to the needs of tenants and other customers. You will be someone who strives to achieve results but who remains calm in a crisis, providing direction, support and guidance to staff to resolve complex, emergency or crisis situations.

You must also share the values of ambition, compassion and integrity, and build relationships across the organisation and with partners and communities and inspire and support others to achieve the vision of the Council.

We are looking for a highly organised and motivated individual who is enthusiastic, innovative and creative.

You should be able to communicate effectively with colleagues, tenants, customers and other partners to develop and maintain relationships and partnerships. A solution-focussed, ‘Think Yes’ approach is essential for this role, where problem-solving and innovation is the norm rather than following established processes. You should ensure that customers are put at the heart of the services we offer, listen to their feedback and use this to improve our approach and our services.

You should have good report writing skills with an ability to set-out the key issues, options and potential solutions in a clear and concise manner.

You should be someone who uses a coaching style to help others to find their own solutions. You should have the ability to have difficult conversations and resolve issues at an early stage rather than allowing them to develop.

As this role will have its challenges, it is crucial that you are resilient individual who can deal with the day-to-day challenges of the role and that you have the strength of character to overcome adversity and achieve desired outcomes.

You must have a clean, valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
