The Service & Team:

The Sustainable Growth and Development Directorate leads Cornwall’s transformation through strategic infrastructure, environmental stewardship, and sustainable development. It supports the Council’s vision for a connected, low-carbon, and resilient Cornwall.

The Environment and Connectivity Service is responsible for delivering critical infrastructure and environmental services, including highways, flood and coastal resilience, and maritime operations. It ensures that Cornwall’s communities are supported by safe, sustainable, and future-ready systems. The Role:

We are looking for a visionary leader to join us as Head of Infrastructure & Resilience. This role will be the Council’s lead officer in ensuring the safety, sustainability, and resilience of Cornwall’s critical infrastructure.

This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies.

What you’ll need to succeed:

As Head of Infrastructure & Resilience, success will require extensive technical knowledge of highways, flood and coastal risk management, and maritime operations, balanced with strategic oversight of large-scale infrastructure programmes. You must be experienced in contract and asset management, with the ability to manage a complex financial portfolio and represent Cornwall in regional and national forums. Strong leadership, a systems-thinking approach, and the ability to drive innovation, workforce development, and inclusive practice are key to delivering resilient, community-focused services.
