The Service & Team:

The Cornwall Council Environment Service client team plays a pivotal role in coordinating the management of Cornwall Council’s extensive green infrastructure estate, which comprises over 1,600 listed assets and spans approximately 4% of Cornwall’s land area. This includes a diverse range of natural and public assets such as parks, woodlands, cemeteries and closed churchyards, beaches, heritage assets and public rights of way. The team’s responsibilities are broad and complex, encompassing contract management, asset stewardship, strategic planning advice and income generation.

The Role:

The Council is seeking a strategic and results-driven professional to lead income generation and asset development across our environmental estate. The successful candidate will lead in the programming, development, commissioning, and implementation of new initiatives designed to expand and generate further income activities from assets within the environment estate. This includes identifying innovative revenue opportunities—such as Biodiversity Net Gain and voluntary carbon markets—and developing sponsorship programmes that align with our environmental values.

You will work closely with internal teams and external partners to deliver sustainable, high-impact projects, manage stakeholder relationships, and support service devolution and asset release. This is a key leadership role requiring strong project management skills, commercial acumen, and a collaborative approach to achieving environmental and organisational goals.

A summary of the role is defined below;

Income Generation and Asset Development:

Identify and implement new initiatives to maximise revenue streams from environmental estate assets including from emerging nature markets such as Biodiversity Net Gain and voluntary carbon markets.

Work with internal and external stakeholders to develop income-generation strategies and maximise estate profitability in a sustainable manner.

Lead in executing recommendations from an independent report, translating findings into actionable plans and measurable outcomes.

Sponsorship Programmes:

Develop and implement  strategic sponsorship opportunities, including but not limited to the Blue Flag programme, greenspaces and coastal footpaths, ensuring activities align with branding and environmental values.

Build partnerships with external sponsors to secure funding and enhance the estate's profile, aligning opportunities with estate development and maintenance goals.

Stakeholder Management:

Develop and maintain relationships with key stakeholders, including Tenderers, Tenants, Property and Commercial Teams, Local Councillors, and community groups, to secure ongoing support and successful project outcomes.

Conduct consultations with stakeholders, providing regular updates and managing expectations effectively.

Service Devolution and Asset Release Programmes:

Support the management of service asset decentralisation and the release of non-core assets, ensuring alignment with organisational goals and maximizing resource efficiency.

Collaborate with relevant departments to streamline asset release processes, supporting community and environmental objectives.

Partnership and Collaboration:

Work closely with internal teams, including Property Services, the Nature Recovery, Planning and Commercial teams, to support estate goals, environmental sustainability, and profitability.

Engage with external consultants, trusts, land management organizations, and community partners to ensure the cohesive delivery of projects and maintain strong working relationships.

This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies.                    

Working Pattern:

This is a full time role, 37 hours/ week with flexi time and flexible working
